Abstract: In recent years,the milk industry of Ningxia Hui Autonomous Region（referred to as "Ningxia"） has actively carried out supply-side structural reform,and is committed to building the core area of national milk industry development and high-quality milk source production base. The healthy development of interest connection among herbage farmers,dairy farming enterprises and dairy processing enterprises is an effective guarantee to promote the reform and high-quality development of Ningxia milk industry. Therefore,this paper focused on the development status and cost-benefit analysis of the three links of "pasture planting - dairy farming - dairy processing" corresponding to the above subjects,and on this basis,Shapley Value method was used to optimize the benefit distribution mechanism,and targeted optimization suggestions were given.
