Abstract: In recent years,my country's milk production has continued to grow steadily. As a large dairy producer, China's dairy industry has formed a systematic industrial chain,from the upstream links of the industrial chain such as forage planting and dairy livestock breeding to the downstream links of dairy production and processing,sales and distribution. To ensure the safety of the dairy industry,the Chinese government has not only issued a large number of mandatory regulatory policies,but also issued many incentive regulatory policies to promote the healthy development of the dairy industry to achieve the coordinated governance of dairy industry safety. Since the Animal Husbandry Law of the People's Republic of China implemented in 2006 clearly stated for the first time that specific measures such as encouraging and supporting the development of large-scale breeding and supporting animal husbandry in subsidizing high-quality varieties and subsidizing interest rates are proposed. In 2021,the Ministry of Agriculture and Rural Affairs issued the policy of strengthening agriculture and benefiting farmers,promoting the revitalization of dairy industry. This paper reviewed the incentive regulations of my country's dairy industry from 2006 to 2021. On the basis of the policy,the paper constructed the CTAP policy analysis framework,based on the time perspective,from the four aspects of policy content（C）,policy type（T）,policy agency（A）and policy power （P）, the government's policy on my country's dairy industry safety was analyzed. This paper analyzed the evolution breadth of incentive regulatory policies,so as to clarify the evolution characteristics and future development trends of incentive regulatory policies in my country's dairy industry.
