产业政策对于产业发展有着重要的引导作用,是促进产业科技创新和结构升级,推动产业朝着更高质量、更有效率、更可持续的方向发展的指挥棒。本文全面梳理了河北省2008—2020年发布的有关奶产业发展的政策文件,从政策的颁布主体、服务对象、目标任务、实施措施等维度对奶业发展政策进行全面分析,并对这一系列政策的实施效果及不足进行了剖析,据此提出相应的对策建议。
Industrial policy plays an important guiding role in industrial development. It is the baton to promote high-quality,efficient and sustainable industrial development helps industrial innovation and structural upgrading. This paper comprehensively organized the policy documents on the development of dairy industry issued by Hebei Province from 2008 to 2020,then makes a comprehensive analysis on the development of dairy industry policy from the dimensions of policy-making department,service objects,objectives and tasks,implementation effect and so on. At last,it put forward corresponding suggestions to optimize the policy.
