1999年我国提出要推进依法行政工作,并在2004年明确了建设法治政府的目标,此后在2021年印发了新时期的《法治政府建设实施纲要》,对法治政府建设提出了新的要求和展望。在数字法治政府建设、政府数据开放的新阶段,作为法治政府建设的一部分,我国多次提出要全面落实政府信息公开。本文以康平县东关奶牛养殖专业合作社诉被上诉人康平县农业农村局信息公开一案为例研究政府信息公开的法理基础。

In 1999,our country proposed to promote the work of administration by law,and in 2004,made clear the goal of the construction of the rule of law government,then in 2021 printed and distributed the new period the Implementation Program for the construction of the rule of law government,put forward the new request and prospect for the construction of the rule of law government. In the new stage of the construction of the digital law-based government and the opening of government data,as part of the construction of the law-based government,our country has proposed many times to fully implement the disclosure of government information. Taking Dongguan Dairy Farming Professional Cooperative of Kangping County information disclosure of Agriculture and Rural Bureau of Kangping County as an example,this paper studied the legal basis of government information disclosure.
