受多种因素影响,生鲜乳价格持续下滑,奶牛养殖利润受到挤压。为保障奶农利益,寒亭区通过实施生鲜乳目标价格保险和政策性奶牛养殖保险,有效提高了奶牛养殖业抵御市场风险和自然灾害的能力,调动了广大奶农的养殖积极性,既稳定了奶源生产,保障了生鲜乳有效供给,又推动了奶业的现代化发展。同时,使政府较少的财政资金起到了“四两拨千斤”的效果,达到了政府为养殖户“雪中送炭”、为区域经济“锦上添花”目的。本文针对潍坊市寒亭区政策性奶牛养殖保险和生鲜乳目标价格保险开展情况,提出做好两项惠民政策的建议。

Affected by various factors, the price of raw milk continues to decline, and dairy farming profits have been squeezed. In order to protect the interests of dairy farmers, Hanting District has implemented target price insurance for raw milk and policy-based dairy farming insurance, which has effectively improved the ability of the dairy farming industry to withstand market risks and natural disasters, mobilized the breeding enthusiasm of dairy farmers, and stabilized the production of milk sources, ensured the effective supply of raw milk, and promoted the modernization development of the dairy industry. At the same time, the government's less fiscal funds have the effect of allocating thousands of pounds in four or two, achieving the government's goal of providing timely assistance to farmers and icing on the cake to the regional economy. Based on the development of policy-based dairy farming insurance and raw milk target price insurance in Hanting District, Weifang City, this paper put forward suggestions on implementing two policies to benefit the people.
