乳制品已成为公民生活中不可或缺的一部分。乳制品安全一方面关系着人民群众的切身利益,另一方面对维护社会稳定有重要意义。食品召回制度作为乳制品安全领域的重要防线,它的必要性尤为突出。我国乳制品召回制度存在召回主体范围过窄、召回后续监管缺位、召回信息公示不完善等问题。借鉴域外食品召回成功经验,将消费者和第三方平台纳入乳制品主体范围、统一召回标准、构建乳制品召回监督规则、建立专门的乳制品召回信息公示平台等,进一步完善乳制品召回制度,更好发挥乳制品召回制度效果,促进我国食品安全的进步。

Dairy products have become an indispensable part of citizens' lives. On the one hand,the safety of dairy products is related to the vital interests of the people,on the other hand,it is of great significance to maintain social stability. The necessity of the dairy products recall system is particularly prominent as an important defense line in the field of dairy product safety. The recall system of dairy products in China has some problems such as narrow scope of recall subjects,lack of follow-up supervision and imperfect publicity of recall information. Drawing on the successful experience of foreign food recall,the dairy product recall system is further improved by including consumers and third-party platforms into the main scope of dairy products,unifying recall standards,constructing dairy product recall supervision rules,and establishing a special dairy product recall information publicity platform,so as to better play the effect of the dairy product recall system and promote the development of food safety in China.
